I need your help with my Halloween costume

Do any of you know anything about false eyelashes? Specifically, I need to know: are you supposed to glue them on before you apply your eye make-up or after?

My makeup-artist friend (movies, not department store) does it after the shadow/liner, then touches those up if needed, then applies the mascara on both the real and false lashes. I think. It's been a while since I saw her do it.

When I wore them, I'd put them on first. Use a toothpick to get the glue nice and thin, blow on it and bend the eyelash into a semi circle a few times. Once the glue begins to get just a bit tacky, then you can apply it. They stick better onto bare dry skin.
